UWC International Election Observation Mission releases preliminary findings
On 16 December 2013 representatives of the Ukrainian World Congress (UWC) International Election Observation Mission (Mission) to the repeat elections in Ukraine released preliminary findings which highlighted serious violations and deficiencies in the electoral process. The report on the monitoring of elections of People’s Deputies in electoral districts #94, #132, #194, #197 and #223 in the Mykolayiv, Cherkassy and Kyiv oblasts on 15 December 2013 was presented by Chief Observer Peter Sochan and President of the World Congress of Ukrainian Youth Organizations Myroslav Hochak during a press conference held at UNIAN News Agency.
“Preliminary results of the UWC Mission reveal that the repeat parliamentary elections in 2013 fell below international standards for the conduct of democratic elections,” noted Mission Co-Head Tamara Gallo Olexy.
During the press conference Chief Observer Peter Sochan stated that, “UWC observers noted several serious violations and deficiencies of the electoral process which undoubtedly affected the results. We will have a better assessment of the extent of these deficiencies after the entire voting tabulation has been completed and any appeals have been heard.”
According to the preliminary report, the independence and impartiality of District Electoral Commissions (DECs) and Precinct Electoral Commissions (PECs), which are central to the credibility of the election results, are under question on the issue of an imbalance in the representation of the principal political parties in the DECs and the PECs.
The Mission also noticed that there were multiple candidates registered with the same names as candidates from opposition parties which created confusion and inevitably diluted the number of votes cast for serious candidates.
“The Mission noted many reports of serious violations that caused the nullification of the election results in 2012, such as the purchase of votes. We observed the use of courts and administrative resources to block candidates from participating. We will be watching whether the Ukrainian authorities ensure the rule of law is honoured during any appeals of the election results,” said Mission Co-Head Paul Grod. “We noted that despite the nullification of these elections a year ago, no prosecutions were undertaken for the violations that led to these repeat elections.”
Some of the violations on election day as noted in the preliminary report include:

the purchase of votes and the use of administrative resources including the police to impede independent observation of the counting of votes by representatives of candidates; -
unusually large volumes of voting at domestic residences; -
signatures signifying receipt of Voting Bulletins by many Voters were in remarkably identical handwriting for large numbers of different voters; -
large numbers of voters were missing from voter registration records; -
ballots at the opening of voting on election day were not opened from sealed containers; -
ballots were not sealed at closing, nor were ballots received in sealed containers.
The report also revealed significant restrictions on the ability of UWC Election Observers to record the counting of votes and Protocols.
The results of the Mission are based on observations and information obtained during the weeks leading up to the election, on the day of the election and during the tabulation of votes.
UWC Election Observers visited polling stations including, among others, prisons, hospitals, schools and other institutions of higher learning; and local and district elections commissions, varying the length of stay at each site as necessary.
“The UWC expresses its gratitude to all our 155 accredited observers from 16 countries for their diligence in fulfilling the observation mission of the UWC, namely to assess whether the repeat Parliamentary elections in five electoral districts in Ukraine were democratic,” stated UWC President Eugene Czolij.
The Mission will publish a comprehensive final report, offering an assessment of the elections as well as recommendations for potential improvements after completion of the voting tabulation process and the settlement of any appeals by candidates.

COMUNICADO DEL S.K.U
LA COMISIÓN DE OBSERVADORES INTERNACIONALES PARA LAS ELECCIONES EN UCRANIA, ENVIADA POR EL S.K.U. DIO A CONOCER SUS CONCLUSIONES.
El 16 de diciembre de 2013, los representantes de la Comisión Internacional del Congreso Mundial de los Ucranios (S.K.U.) para el seguimiento de las elecciones reiterativas en Ucrania, dio a conocer sus conclusiones, que en resumen, dan cuenta de una gruesa violación e imperfecciones en el proceso electoral. El dictamen del monitoreo de los observadores, respecto a la elección de diputados en los distritos electorales 94, 132, 194, 197 y 223 en Mykolayiv, Cherkasy y en la Kyivska oblast (provincias) del 15 de diciembre de 2013, fue presentado por el observador en jefe Petró Sojañ y por el Presidente del SKUMO o sea de Congreso de las organizaciones juveniles Myroslav Hochak, en una conferencia de prensa.
“De acuerdo con los resultados de la misión enviada por el SKU para observar las elecciones reiterativas en Ucrania para la elección de diputados en 5 distritos, las mismas tuvieron un nivel, inferior de los estándares internacionales de la realización de elecciones democráticas” – lo manifestó la observadora y vicepresidente de la misma Tamara Gallo-Oleskii.
En el transcurso de la conferencia de presente el Presidente de la comisión observadora Petró Sojañ manifestó que “los observadores del SKU notaron una serie de imperfecciones y violaciones del proceso electoral, los cuales obviamente, incidieron sobre los resultados del mismo. Vamos a tener un panorama mucho más claro del nivel de dichas violaciones una vez que se termine el recuento de votos y del estudio de las apelaciones.”
La comisión de observadores manifestó también en su dictamen, que fueron registrados candidatos con iguales nombres que los candidatos de la oposición, lo cual que creó un clima de incertidumbre y confusión que determinó la disminución de los votos que debieron ser dados a candidatos serios.
“Las deficiencias o defectos en particular que fueron apuntados y dados a conocer por los observadores del SKU a las elecciones reiterativas en Ucrania fueron entre otros:-

La compra de votos y el uso y abuso de los recursos administrativos, y en ese orden el uso de las fuerzas policiales, para perjudicar una visión independiente y para impedir un proceso normal en el recuento de votos. -
Una cantidad inusual de votos domiciliarios. -
Las firmas, que certifican la entrega de actas para votar, en muchos casos y tomando en cuenta determinada cantidad de votantes, eran sugestivamente idénticas. -
Muchos votantes no se encontraban inscriptos en sus distritos naturales. -
Antes del inicio de las elecciones las actas que certificaban a los votantes, no fueron extraídas de contenedores cerrados y las urnas no estaban lacradas, ni se guardaron de esta manera una vez finalizadas las elecciones.
También fueron dados a publicidad por los observadores del SKU las dificultades que tuvieron para cumplir su misión, principalmente en el control del conteo de votos.
Los observadores visitaron también los distritos electorales, en particular cárceles, en hospitales, en escuelas y en liceos, y también los que se encontraban en las ciudades y las comisiones electorales distritales, y el tiempo en que se empleó en cada dependía de las circunstancias.
El Congreso Mundial de los Ucranios expresa un sincero agradecimiento a los 155 observadores de 16 diferentes países del mundo, por su trabajo serio y muy en particular por analizar en forma objetiva y a conciencia las elecciones parlamentarias reiterativas en 5 distritos electorales, y determinar y evaluar que las mismas se desarrollen en forma democrática.
La misión enviada hizo públicas sus conclusiones y evaluación de las elecciones y expresó sus propuestas para una potencial evaluación final una vez que se termine el definitivo recuento de votos y una vez que se tomen decisiones por las apelaciones presentadas por los candidatos.
