Ukraine in The Hague presents evidence of Russia’s use of banned chemical weapons

A Ukrainian diplomatic delegation at The Hague in the Netherlands presented evidence of Russia’s use of chemical weapons in Ukraine at a meeting of the Organization for the Prohibition of Chemical Weapons (OPCW) Executive Council. 

These actions constitute a blatant violation of the Chemical Weapons Convention, Ukraine’s Ministry of Foreign Affairs said.  

“The head of the delegation, Andrii Kasiianov, Deputy Director of the MFA’s International Security Department, highlighted Russia’s growing use of hazardous chemical substances, including riot control agents, as a method of warfare against Ukraine,” the statement reads.  

Russia deployed chemical-laced munitions more than 6,900 times between February 2023 and February 2025. More than 2,100 Ukrainian soldiers sought medical treatment for symptoms of chemical exposure, with experts confirming at least three fatalities.  

“The Ukrainian delegation drew attention to the OPCW’s second report, which verified that evidence submitted by Ukraine – including four Russian RG-Vo gas grenades and corresponding soil and grass samples – contained CS gas, a chemical used in riot control agents,” the ministry said.  

Kyiv is calling for Russia’s continued isolation and its exclusion from the OPCW Executive Council. Ukraine has also reaffirmed its bid for a council seat for the 2026–2028 term.  

“War crimes and crimes against humanity have no statute of limitations. The international community must stand united against the aggressor and take decisive steps to hold Russia accountable for violating the Convention,” the ministry said.
