Peace for Europe through Victory for Ukraine!

February 13, 2025 – Munich, Germany. As the Munich Security Conference gathers world leaders to address global security challenges, the Ukrainian World Congress (UWC), the European Congress of Ukrainians (ECU), and Ukrainian community organizations in Germany urgently call on these leaders and the international community to stand firmly with Ukraine at this critical juncture for the security and future of Europe, the broader Euro-Atlantic space, and the entire democratic world.

We call for immediate and decisive support based on the following principles and actions:

• Victory and Peace: A just and lasting peace in Ukraine is achievable only through Ukraine’s victory and Russia’s defeat. Until Russia is defeated, it will continue its military efforts, as it has for the past 11 years, to destroy Ukraine as a nation state. Russia is the aggressor, and Ukraine is the victim of its aggression.
• Inclusive Peace Plans: Any peace plans for Ukraine must involve and have the consent of Ukraine and the European Union, of which Ukraine is a future member.
• Legitimate Governance: Ukraine’s legitimate President, parliament, and government must not be forced into elections during the war. Such actions would destabilize the country and endanger voters, which is precisely what Russia seeks.
• Security Guarantees: No new Budapest Memorandums. Ukraine has already been betrayed by empty promises of security guarantees. Ukraine needs full membership in NATO and the EU, not empty security guarantees. This will prevent future Russian aggression and ensure Ukraine’s successful reconstruction and development.
• Military Support: Provide Ukraine with the necessary military resources to defeat Russia and restore its internationally recognized borders.
• Sanctions and Accountability: Implement strict and enhanced economic and political sanctions against Russia and all entities that support it. Confiscate all frozen Russian assets for the benefit of Ukraine and its people.
• International Tribunal: Establish an International Tribunal to hold Russia, its military-political leadership, and all war criminals accountable for their actions.

The situation on the battlefield in Ukraine will shape the future of our world. We must preserve the values that have underpinned the rules based international order since World War II.

We call on the international community to raise their voices in support of Ukraine. Your solidarity and advocacy are crucial in ensuring that world leaders take the necessary actions to secure a democratic and peaceful future.
