The German government has not given permission for Spain’s initiative to send German-made tanks to Ukraine due to an informal agreement among NATO members not to supply Ukraine with tanks, as reported by Spiegel.
According to the source, Berlin spoke out against a Spanish transfer of forty Leopard 2 tanks to Ukraine. German officials were reluctant to take the risk and become the first NATO country to provide battle tanks to the Ukrainian Armed Forces.
