Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy, has called for reform of the United Nations Security Council, in which Russia has the right to veto. Borrell wrote about this on his blog on the European External Affairs Service website.
Russia trampled the UN Charter with its war of aggression against Ukraine, Borrell says. At the same time, the European Union seeks to modernize and strengthen the world order based on the Universal Declaration of Human Rights values, as well as preserve the United Nations.
“In order to restore the unique legitimacy of the UN, it is urgent to make the Security Council more representative to reflect the changes that have taken place in the world and in particular give Africa a voice,” the High Representative of the European Union for Foreign Affairs and Security Policy said.
Currently, Russia is preventing the Security Council from fulfilling its role in Ukraine and other places, thus jeopardizing the trust in the entire system of the organization. Therefore, Borrell said that at the UN General Assembly (September 19-25 in New York), the European Union will call for reform and once again emphasize support for Ukraine.
“We cannot go back to a world where “might makes right”. This would imperil the security of all nations and particularly of developing and emerging ones,” Borrell emphasized.
It should be noted that Russia is a permanent member of the UN, has the right of veto, and can block any decisions. In particular, those that will bring it to justice for violations of international law.
