Biden delegates authority over Ukraine Support Act to US Treasury and US Department of State

U.S. President Joe Biden has transferred his authority over the Restoring Economic Prosperity and Opportunity for Ukrainians Act to the heads of the U.S. 

Treasury and State Departments, according to a White House memorandum. This move means that Treasury Secretary Janet Yellen and Secretary of State Anthony Blinken have been given the authority “vested in the President” by several law provisions, specifically related to the possibility of confiscating frozen Russian assets in favor of Ukraine. 

The memorandum clarifies that Biden’s delegation of authority pertains to the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act. This decision comes after the White House confirmed that Biden does not intend to leave office early, despite choosing not to run in the 2024 elections.

According to the General Staff of the Armed Forces of Ukraine, Russia has suffered significant losses in its ongoing war. In the past day alone, Russia lost 1,220 soldiers who were killed or wounded, along with 57 artillery systems and 20 armored combat vehicles. These recent losses are part of a larger estimate of combat losses from February 24, 2022, to July 23, 2024. The estimated total losses include approximately 568,980 military personnel, 8,288 tanks, 16,000 armored combat vehicles, 15,694 artillery systems, 1,125 multiple launch rocket systems, and 901 air defense systems, among others. The information has been confirmed.

The Canadian Armed Forces are training Ukrainian fighters as part of Operation UNIFIER and the multinational training mission INTERFLEX. The goal is to prepare Ukrainian defenders to fight the Russian invaders. The training simulates combat situations and teaches fighters to remain calm and steady during combat. The Ukrainian Armed Forces are grateful for the support and assistance provided by Canada. This cooperation aims to improve the capabilities of Ukrainian fighters and enhance their ability to effectively defend their country.

Ukrainian forces conducted drone strikes against Russian oil infrastructure in Krasnodar Krai and a military air base in Rostov Oblast on July 22. Ukrainian outlet Suspilne reported on July 22 that sources in Ukraine’s Main Military Intelligence Directorate (GUR) stated that Ukrainian forces conducted a drone strike against an oil refinery in Tuapse, Krasnodar Krai and damaged refinery infrastructure. Footage published on July 22 reportedly shows a fire at the Tuapse oil refinery.

Tuapse Raion Head Sergei Boyko claimed on July 22 that falling drone debris damaged infrastructure at the oil refinery. Russian milbloggers responded to the Tuapse strike and complained about the Russian government’s inability to sufficiently protect critical infrastructure facilities from Ukrainian strikes. Geolocated footage published on July 22 shows a drone strike against Morozovsk Air Base in Rostov Oblast.

A Russian source claimed that Ukrainian forces launched at least ten drones targeting the Morozovsk Air Base and damaged infrastructure facilities. Rostov Oblast Governor Vasily Golubev claimed that falling drone debris caused a fire in northern Rostov Oblast. The Russian Ministry of Defense claimed that Russian forces destroyed 47 drones over Rostov Oblast and eight drones over Krasnodar Krai.

Junior Sergeant Oleksandr Shvets, with the call sign Shved, died on October 21, 2023, near the village of Krynky, Kherson Oblast. He received an explosive injury incompatible with life. On that day, the fighter and his three fighters-in-arms were on their way to evacuate others.

Oleksandr was 25 years old. He was born in the village of Krasnoilsk in Bukovyna. He lived in Skorokhodove and then in Chutove, Poltava Oblast.

After graduating from Skorokhodiv Secondary School, he studied at Poltava Vocational School #23, where he majored in carpentry. In 2016, he signed a contract with the Armed Forces of Ukraine, and three years later, he defended Ukraine in the east.

He was engaged in the military-patriotic education of children. He was the director of the Sturm club and volunteered.

During the full-scale invasion, he again stood up to defend Ukraine. He was senior combat medic of a separate reconnaissance company of the 38th Marine Brigade of Ukraine.

He was awarded the medals “For Military Service to Ukraine,” “For Unbroken Spirit,” and “War Veteran;” the Chief of the General Staff, Commander-in-Chief of the Armed Forces of Ukraine’s badge “For Exemplary Military Service” III degrees, and the Badge of Honor of the Minister of Defense of Ukraine.

“Sasha was a loving husband, the best father, a wonderful son and brother. We are proud of him; he is a true hero. He will always remain a smiling, bright, and kind person in our hearts,” said Daria’s wife.

The fighter was buried in the village of Skorokhodove, Poltava Oblast. He is survived by his mother, two brothers, daughter, wife and young son.
