Chatham House publishes journalist Tokariuk’s study on Ukrainians abroad

Ukrainian journalist and researcher Olga Tokariuk has published a study on Ukrainians living abroad. 

Released on Feb. 26 by the London-based Chatham House think tank, it examines the experiences of those who’ve fled Ukraine amid Russia’s full-scale invasion.

Tokariuk’s work encompasses more than a year, and it analyzes how Europe’s bloodiest war since WWII has shaped migration patterns and Ukrainian communities worldwide. 

She interviewed leaders of Ukrainian diaspora organizations, including Oles Horodetskyy, who heads the Christian Association of Ukrainians in Italy, as part of her research. 

More than 5 million Ukrainian refugees live abroad as of late November 2024, according to the Kyiv-based Centre for Economic Strategy.

“A lot has changed since I began this research – from the number of Ukrainians living outside the country and their plans for returning to how the Ukrainian government engages with its diaspora,” Tokariuk said.

The study argues that Ukraine’s approach to its citizens abroad should be people-centered and focus on two key priorities. 

They are to encourage and create the right conditions for Ukrainians to return voluntarily, without pressure.

Also to strengthen engagement with the Ukrainian diaspora, ensuring its active role in Ukraine’s social, economic, and political life while preserving their national identity.

“Ukraine’s partner countries and refugee-hosting nations can support this effort. But the key to bringing millions of Ukrainians home is securing a lasting and just peace in Ukraine,” Tokariuk said.
